It refers to why are we writing the document, what are we trying to accomplish. The purpose helps writers maintain focus and engage the intended audience. One of the primary purposes of engineering writing is to inform and explain technical information, concepts, processes, or findings to a specific audience. For example, technical description is a major assignment in which our purpose was only to inform about the product not persuade to buy it. In my tech-description the purpose was to inform the reader about HP Officejet 4650 series printer and how to use it. However, in my engineering proposal our purpose was to persuade my audience to invest in my morpheus map app as it would be better for the society.
